Abstract

This study aims to analyze the challenges faced in preparing capacity building in the context of the development of the new capital city of Indonesia and identify strategies that can be implemented to overcome these challenges. This study uses a qualitative approach by analyzing data from secondary sources, such as official government documents, research reports, and related publications. The analysis tool that is maximized is NVivo 12 Plus. The results showed that several challenges must be overcome in preparing the capacity building for developing the new capital city (IKN). These challenges include limited skilled human resources, budgetary constraints, gaps in knowledge and skills, coordination and collaboration between stakeholders, technological change, and innovation. These challenges affect the effectiveness and efficiency of development, as well as the sustainability of the development of the new capital city. In overcoming these challenges, the recommended strategy includes the government's commitment to providing adequate resources, developing supportive policies, and close cooperation between all relevant stakeholders. In addition, a participatory, inclusive, and sustainable approach is considered important to ensure the success of capacity building. Through the involvement of all parties, recognition of the needs and aspirations of the community, and the use of a sustainable approach, the development of the new capital city can run well and provide sustainable benefits for local communities.

Abstract

Penelitian ini bertujuan untuk menganalisis kepemimpinan transformasional Kepala Desa dalam upaya memutus mata rantai penyebaran COVID-19 di wilayah Provinsi Maluku yang dikenal dengan sebutan Bumi Raja-Raja. Kepala desa disebut "Bapa Raja" karena posisinya sebagai tokoh masyarakat, tokoh agama, dan bahkan tokoh adat karena seorang Bapa Raja harus memiliki garis keturunan bangsawan. Penelitian ini menggunakan metode kualitatif dengan pendekatan penelitian eksploratif dan deskriptif. Teknik pengumpulan data menggunakan wawancara mendalam, observasi dan studi pustaka. Hasil penelitian menunjukkan bahwa Bapa Raja memainkan peran kunci dalam memperkuat kapasitas lokal, mengatasi potensi risiko, dan memenuhi kebutuhan dasar masyarakat di desa. Mereka tidak hanya memperkuat pemberdayaan lokal tetapi juga mengatasi dan mengurangi potensi dan memenuhi kebutuhan dasar di desa dengan melakukan tindakan nyata dan memanfaatkan sumber daya lokal secara proaktif dan berdampak positif dalam memutus mata rantai penyebaran COVID-19 serta mendukung pemerintah daerah dalam melaksanakan kebijakan dan program penanggulangan pandemi. Rekomendasi studi adalah memperkuat peran Bapa Raja sebagai agen kolaboratif bagi pemerintah daerah untuk meningkatkan partisipasi aktif masyarakat dalam upaya memutus mata rantai penyebaran virus COVID-19. Dengan demikian, di masa depan, Bapa Raja sebagai pemimpin lokal sekaligus tokoh adat dan tokoh masyarakat dapat menjadi kekuatan utama dalam menghadapi krisis sekaligus menjaga stabilitas dan kesejahteraan masyarakatnya.

Abstract

Pelaksanaan otonomi daerah memberikan kewenangan kepada pemerintah daerah untuk memberikan keleluasaan dalam mengatur dan mengelola daerahnya. Pembangunan desa merupakan bagian penting dalam menunjang keberhasilan pembangunan daerah. Namun, ditemukan permasalahan dalam sistem informasi dan pengelolaan data ekonomi desa yang mengakibatkan lambatnya proses kerja pemerintah desa dalam mengumpulkan data sistem informasi dan sulitnya masyarakat untuk mendapatkan informasi mengenai perekonomian desa. Penelitian ini bertujuan untuk menganalisis Pemerintah Provinsi Jawa Timur dalam menginisiasi Layanan SI Desa sebagai bentuk penyediaan layanan sistem informasi dan pengelolaan data desa berbasis komputer dan website yang terintegrasi dan mudah diakses oleh pengguna. Penelitian kualitatif ini menggunakan alat analisis berupa business model canvas dengan data sekunder karena dapat mengembangkan Layanan SI Desa melalui sembilan komponennya. Hasil penelitian oleh Pemerintah Provinsi Jawa Timur melalui Dinas Pemberdayaan Masyarakat dan Desa yang berkolaborasi melalui nota kesepahaman dengan pemangku kepentingan lain yang terlibat dalam menggagas sistem informasi yang ideal untuk pengelolaan data ekonomi desa dalam Layanan SI Desa. Layanan terintegrasi ini akan menjadi sistem informasi dan pengelolaan data ekonomi desa yang transparan, akuntabel, dan tepat sasaran serta dapat dipantau kebermanfaatannya. Pemerintah desa dapat memberikan pelayanan prima sehingga seluruh desa yang terintegrasi dengan layanan ini dapat menjadi lebih tangguh dan mandiri.

Abstract

Fiscal decentralization is an effort by the central government to distribute regional development by providing fiscal balance funds to regional governments. The fund aims to promote regional self-sufficiency and community welfare throughout Indonesia. Riau is one of the provinces implementing fiscal balance funds and has high regional income in various sectors. However, the human development of some regions in Riau is unequal, even though the fiscal balance issued by the government continues to increase. This study aims to explore the fiscal balance funds, which consist of revenue sharing funds (DBH), general allocation funds (DAU), special physical allocation funds (DAK Physical), and special non-physical allocation funds (DAK Non-Physical), will affect human development in Riau Province from 2017 to 2022 in terms of health, education, and standard of living. This study used 72 observations from 12 cities/regencies in Riau obtained from Statistics Indonesia, and it was conducted by using a quantitative approach through panel data regression. This study produces three estimation models for each aspect of human development. REM is the model chosen to answer the three research models. The results in the first model showed that DAK Physical and DAK Non-Physical influenced human development in the health aspect. The second model was DAK Non-Physical, which significantly affected human development in education. Finally, DBH, DAU, and DAK Non-Physical significantly affected human development in aspects of decent living standards. Fiscal balance funds affect every aspect of human development in Riau. Fiscal planning and budgeting by local governments in Riau with targeted support are needed to further human development.

Abstract

The success of development depicts economic growth. Nevertheless, it is pertinent to emphasize that a significant increase in economic growth may not eradicate poverty, unemployment, and health issues. The prevalence of poverty in Palembang City in 2021 was considerably elevated, amounting to 11.34 percent, while the unemployment rate has exhibited an upward trend, reaching 10.11 percent. Additionally, there was a decline in employment within the labor market, accompanied by a corresponding rise in the number of individuals actively seeking job opportunities. This study aims to examine the various elements contributing to poverty and unemployment and formulate an integrated and sustainable model for poverty reduction and lowering unemployment in urban areas. The data collection technique uses a concurrent mixed method through questionnaires distributed to the public by purposive random sampling of 215 informants and Focus Group Discussions with relevant stakeholders in Palembang City in November 2022. The results of the study found that four factors contribute to poverty in Palembang City: education level, economic growth, health, and labor force participation rate. The level of education is the most dominant factor that plays a role in the occurrence of poverty and unemployment in Palembang City. The strategy formulated is the provision of educational scholarship programs for poor families at the primary and secondary education levels through the utilization of operational costs. It can be concluded that education has a big role in reducing poverty and unemployment, so it is important to invest in education. Investment in education, including improved access and quality of education, can help address issues of poverty and unemployment by giving individuals better opportunities for decent work.

Abstract

The Chinese ethnic community in Indonesia faces challenges in integrating with other groups, including in Singkawang. Singkawang is a positive example of a community where harmony and mutual understanding among ethnic groups have prevailed. Rarely are incidents, whether riots or conflicts related to the Chinese ethnic group, found. Therefore, this study aims to analyze the active role of the Chinese ethnic community in the governance of Singkawang through acculturation. This study was conducted with the direct involvement of the researcher on-site. The study used qualitative-descriptive to understand the phenomenon or events regarding cultural acculturation in Singkawang. Historical, anthropological, and sociological approaches are employed to comprehend this phenomenon. Interviews were conducted with ethnic communities to gather primary data, including the Chinese, Dayak, Malay, and Madurese ethnic groups and the Singkawang local government. Secondary information was collected from various research findings, news sources, and historical documents. The results indicate an active role of the Chinese ethnic community in the governance of Singkawang. Their presence is accepted and supported by all ethnic groups in society as a result of the acculturation process that has been ongoing for some time. More specifically, cultural acculturation has occurred between the Chinese ethnic community and other groups, such as the Malay and Dayak communities. This acculturation has generated positive perceptions among the community. Acculturation has also led to language, material culture, dietary habits, and clothing changes. The direct interaction among diverse groups and shared economic conditions play a role in shaping or influencing this situation.

Abstract

Sejak BPK berdiri tahun 2003, sebanyak 23 Gubernur telah tersangkut perkara korupsi diantaranya sebanyak 20 ditangani langsung oleh Komisi Pemberantasan Korupsi (KPK). Dalam kurun waktu 10 tahun mulai dari tahun 2013 sampai dengan 2022 sudah sebanyak 10 Gubernur telah diputus dalam sidang pengadilan tindak pidana korupsi. Sebanyak enam Gubernur dipidana dengan dakwaan korupsi penerima suap yang ada kaitannya dengan pengelolaan APBD. Seharusnya dalam penanganan perkara kasus tersebut diperlukan perhitungan kerugian negara oleh auditor BPK RI sebagai akibat perbuatan korupsi yang dilakukan tersebut. Analisis terhadap dakwaan putusan pengadilan memberi indikasi perhitungan kerugian keuangan negara oleh BPK atau BPKP tidak digunakan dalam menentukan besaran kerugian keuangan negara yang nyata dan pasti. Hakim sepenuhnya mengandalkan besaran suap yang diterima atau besaran korupsi yang dinikmati terdakwa dalam dakwaan sebagai kerugian negara yang harus dikembalikan sebagai uang pengganti. Dalam dakwaan tidak ditemukan argumentasi menggunakan suap yang diterima dinilai identik dengan prinsip kerugian keuangan negara yang diatur dalam Undang-Undang Nomor 1 Tahun 2004 sebagai kewajiban pengembalian untuk memulihkan kerugian negara dimaksud.
